While some may have thought at the end of neoliberalism or exceeded its close, the "reform" of University and Research, France and in other countries in Europe, sounds like a lie and an example of the continuing process and strategy of shock.
These "reforms" are part in the Bologna Process, launched in 1999. Presented as a project of harmonization of education and research at European level, it would be the heir to a tradition of the Enlightenment, tied to the movement and exchange of ideas. The clock is painful for academics and researchers, because this process in fact began in the 1980s, is actually a cornerstone of globalization applied to research and education, and revise the entire management of public service. It is indeed a harmonization of policies to deregulate the education system and research, and to recreate new regulations which make social space to the logic of the market, with the key words repeated ad nauseam: mobility, efficiency, competition. All fields of society are now included, including the field of symbolic exchange, with education and research, reduced inputs of a "knowledge economy", stirred as the flag of European competitiveness, since European Summit in Lisbon in 2001. Individuals, companies, institutions must adapt to the fundamental economic law, the market and competition. The empowerment project on which the university was built, albeit with all its limitations, is now encountering this belief and the injunction to adapt to a world order can not be discussed.
These reforms are presented as models of "good governance". In this process, which would derive its strength and because its only natural and automatic movement, no actor is clearly identified. And yet! The momentum is essential Roundtable of Industrialists (ERT, 1983), very powerful lobby that influences directly the European Commission. ERT published in 1989 a report entitled Education and Skills in Europe: "Education and training are seen as vital strategic investments for the future success of the company. Teachers have a poor understanding of the economic environment business and the profit motive. "A new report follows in 1991:" An open university is an industrial and distance learning is a new industry. "Six months later, the European Commission published a White Paper in which appears the new breviary, with "employability", "flexibility" and "mobility" as missions University. These are the key terms of the Bologna process. The ideological environment is given by the OECD, which confirmed and signed as a new report from March 2009 to France: "Expanding the autonomy of universities [.], Especially for budget management, recruitment and staff remuneration . Furthermore, although it has facilitated donations from private foundations to universities, further measures are needed to encourage private funding of universities, including greater use of fees, this measure is doubling of student loans based on future revenue. "Where are the lessons of the financial crisis?
advantage of the social crisis, even cynically amplify the crisis in universities and laboratories to impose "reforms", refer to the mob "haves" from the university laboratories, as is the strategy shock continued by Ms. Pécresse, who did not hesitate at the summit of the Lisbon process in Leuven in April 2009, to request the acceleration of competition between universities and their classification at European level. resist, disobey and illuminate the issues are measures of public hello.
